No, that never happened this way like you described it.

Being in runlevel 5 by pressing Ctrl+Alt+Backspace you only let restart
the X server, because the display manager is running and he restarts the
X server.
Being in runlevel 3 and you started X with the startx command, then by
pressing Ctrl+Alt+Backspace will stop the X server and let you come back
to console only.
