When i try to update fedora with latest rpm packages , it is so difficult to update. what is the reason ? When i was with Red Hat 9 , it is perfectly running .
Do i have to do any special configurarion for fedora ?

You'll want to configure your update tools to reach out to mirrors, rather than the overworked redhat servers.
