Yes.  And yes.  It's called SSH and I do it all the time.  It's command
line, but you have control of the box in the sense that you can issue
commands like you could as if at the console.  If you want a GUI, you
can run VNC (although VNC over SSH is preferred).

And the command equivalent of IPCONFIG is (oddly enough) ifconfig.
