tty's aren't reused

Ever time I log into my FC2 box (through Xterm or through ssh), I get a next
higher up pts tty number:

[login]
# tty
/dev/pts/6
[logout]

[login]
# tty
/dev/pts/7
[logout]

[login]
# tty
/dev/pts/8
[logout]

The tty is not reused. This is throwing off my terminal management programs.
What's the deal?
