If you have static IPs for the hosts and services, then it is a topic
for configuring a DNS properly.
If you have to do NAT with a gateway router which is the only host
directly connected to the internet, then it is a job for iptables.

No, it is not load balancing. www.tldp.org holds a lot of howtos about
the topics involved.
