The first thing to do is figure out if you have a hardware problem or
not.  Since this is a new laptop is there anyway to verify if the
charging system is working correctly?  The charging system may not be
working correctly.  

The other thing to do is search on the web for others using this
particular laptop to see if they have had any problems using FC2 on it. 
I would also check if apm or acpi should be used.  I though newer
laptops used acpi.  I also think that acpi is used by default with FC2. 
It could be that if you have apm enabled that it is not working
correctly with your laptop which probably needs acpi.
