I had a similar problem.I learned that I have to run system-config-
soundcard card every time I log into the gui or I can't hear the sound.
furthermore changing the volume from the volume control icon on the
panel didn't work. It would just lower itself until I couldn't hear it
again. I reinstalled recently though, and haven't had the problem. I only have
gnome installed though not KDE.

This is a duplicate of the upstream http://bugzilla.gnome.org/show_bug.cgi?id=139961. I have updated rpms available at http://www.math.utah.edu/~newren/linux/random/download/. (I created the rpms by merely taking the 2.6.1 tarball of gnome-applets from ftp.gnome.org and using it in place of the 2.6.0 tarball in the fedora srpm). The rpms at that site fix the problem for me. :)
