The CVS e-mail list is here: http://lists.gnu.org/mailman/listinfo/info-cvs and the archives are here: http://lists.gnu.org/archive/html/info-cvs/ If you meant an html accessible repository, there are a few available, "cvsweb" comes to mind. Plug that into the archive search engine and I'm sure you'll get several other hints too.
