The message that there is "no server suitable ..." makes me think I should try an alternate clock server, and put the ip address in the ntp.conf file. But I am reluctant to change configuration files that I don't understand.

Yes, I believe so.
Have a look at http://www.eecis.udel.edu/~mills/ntp/clock2b.html and select three servers that are near you that have open access. Add entries for each of those servers to both your /etc/ntp.conf file and the /etc/ntp/step-tickers file. Then try stopping and restarting the ntp service.
