I had a similar problem in June (check the archives).I have installed FC2 and I am trying to use a AVM Fritz ISDN Card. If I use lspci I can see the card:-

I disinstalled the card from PC, cleaned all contacts and put it in a different PCI slot: it worked!!!
Anyway, can you post also the lsmod output??
