Well, such an error message says more than words - and shows that it has
nothing to do with INFILE data loading.

The MySQL server lacks proper configuration concerning permissions. User
"blah" connecting from "localhost" using a password is not allowed to
connect. Fix this. Read the MySQL documentation about user management
(MySQL users are no system users).
