If compiled from source, with a feature called something pools ;-)

bandwidth control...at least http and ftp (maybe)..but nothing like
traffic shaping (www.lartc.org/wondershaper) It does increase http
access speed in congested links if implemented properly.

Just my half-baked two cents...you can get the dollars from the masters
