I've got a Samsung ML-4500 and have been trying to sort out margins too.
In fact I've raised an issue on Bugzilla about it (I don't think it's
printer-specific actually):

The way I set the margins is to skip system-config-printer altogether
and use the alignmargins script at linuxprinting.org:
