I have an FC2 ntp server, configured as follows:

restrict default ignore
restrict 127.0.0.1
restrict 192.168.2.0 mask 255.255.255.0 nomodify notrap
...

(my clients are on 192.168.2.0/24).

It's the "notrust" that seems to break acting as a server.
