cdrecord doesn't detect correct max DVD writing speed

cdrecord -prcap /dev/cdrom1
reports that my 8x nec 2500a dvd burner's max dvd-+r write speed is only 4x. 
cdrecord will then only burn at 4x and not 8x.  what can i do to remedy the
problem?  it burns at 8x in windows just fine.
