Vi command mode and bash interactive shell

Hi there. Was wondering how to get bash to use the vi command set in non-editing mode when reviewing historical commands from the interactive shell. I've added the following to my .inputrc but still no joy:

set editing-mode vi
set keymap vi-command

I remember the older releases of bash put you in command mode by default but something changed along the way but I have no idea when this happened or how to "correct" this.
