When I changed my default desktop to KDE and used KDM as the window
manager, I then had the option of "Shutdown" from the logout menu in
KDE. I did this by altering my /etc/sysconfig/desktop file so it reads:

DESKTOP="KDE"
DISPLAYMANAGER="KDE"
