Play with a dummy local account...

In sylpheed check the tab configuration --> common preferences.
On that window look under the Receive tab and inspect the spool dir.
Click incorp from spool...

The default was not correct and when I changed it to /var/mail
I saw my localhost delivered incoming mail.

The clue for me was seen in this trace file.
  strace -f -o/tmp/trace-sys sylpheed

I guess you can also use 'inc' to pull it in. Set it on the same
screen.
