Before posting my problem I made a Google search with
'/etc/security/selinux/file_contexts' which brought me
some information.  Solution seemed not simple and
straightfowards.

I already have an intention to make a clean install
which will be an easier solution.  Curiosity makes me
trying to discover the cause of this problem
additional to expecting to learn something.

right-click --> New panel
(Everything same as previous panel)
right-click --> Add to Panel --> Main Menu
Another redhat icon(K-Start) created on the bottom
menu-bar
