Your X-Server probably comes up in a high resolution & refresh rate.
That'd be too much for your conventional TV.

There are different ways of doing this, depending on what you want to
achieve. I for one switch to the console (CTRL-ALT-F1) and do the tv-out
stuff then (eg watch movies with mplayer via the fbdev device).
