Split is indeed installed (though I don't think it addresses what the original poster wanted, because split uses fixed split sizes):

[charshaw@mufasa charshaw]$ rpm -q split
package split is not installed
[charshaw@mufasa charshaw]$ which split
/usr/bin/split
