If you aren't new to vi you must know arrow keys do their job only outside
INSERT mode (use ESC).
If you just want to use arrows key codes in your file, try (in INSERT mode)
control-v, followed by the key you want (this shoud provide you with *any*
"special" key code you want to insert into your file - e.g. function keys)
