The server hardware sounds fine, as does FC2.  FC1 would also be fine.

FTP has low overhead, the only constraints you will face is diskspace
(movies can take up alot) and your bandwidth.

I want to set up a ftp server (also with http interface) that will server 
large files (such as movies), with 20-30 users. 
Should I go for FC2 system for such a server? Will FC2 scale up to my 
requirements? 

I have a P4 with 512 RAM and 80GB HDD.
