Tim Waugh at Redhat pointed me to this workaround:

echo 0 > /proc/sys/net/ipv4/tcp_window_scaling

It's a problem with handling window scaling on certain routers.  New kernels 
now issue nonzero window scaling in the TCP packets, showing up diseased 
behaviour in the previously untested routers.
