use sysctl to alter the fs.file-max parameter
Its a kernel, rather than a userspace, parameter.
This parameter is held in /proc/cyc/fs/file-max
so you could just as easily echo a value to that.
But using sysctl.conf will set this at boot time (rc.sysinit)
