Try erasing and reinstalling yum. If that doesn't work I guess try the
packages that are required by yum:

[wayne@FC2-Work wayne]$ rpm -qR yum
/bin/bash
/bin/sh
/bin/sh
/bin/sh
/sbin/chkconfig
/sbin/service
/usr/bin/python
config(yum) = 2.0.7-1.1
libxml2-python
python
rpm-python >= 4.1.1
rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(PayloadFilesHavePrefix) <= 4.0-1

I would probably start with rpm-python and python.  I've never done
this, so I'm not sure what else is dependent on these packages.  Be
careful.
