This sounds like the notorious xkbrules bug -
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=120858
and MANY duplicates.

In /etc/X11/xorg.conf (or perhaps /etc/X11/XF86Config[-4] if not updated
totally) change the line

Option   "XkbRules"   "xfree86"

to

Option   "XkbRules"   "xorg"
