USB ports are only active when the device connected is trying to
communicate.  In the case of a PalmOS handheld, this is only when the
device is plugged in and is trying to HotSync.  When HotSyncing, the
Palm will attach to /dev/ttyUSB0 and /dev/ttyUSB1 -- which port you
have to connect to with tools like pilot-xfer and gpilotd can be
different depending on your hardware and/or OS revision.  OS4 devices
use /dev/ttyUSB1, while OS5 devices use /dev/ttyUSB0.
