I can start it with no problem at all by typing 'mozilla &' in
an xterm window.

My mozilla icon on the bar points to "htmlview", not mozilla.
And /usr/bin/htmlview points to /usr/bin/mozilla.
It may be that your "mozilla" command isn't in /usr/bin
