Sounds like a question for fedora-devel list. I would think this would involve :
- adding apt.rpm to the list of packages - also packing/regenerationg 'repository-database' for apt on all CDs and mirrors.
Current yum repository-database 'headers' is used by both yum & up2date.
Not sure providing duplicate of this database in apt format is what the Fedora decision makers want to do (diskspace on CDs & mirrors - and doing it correctly for rawhide as well) - esp when some these groups are working on a universal repository format (or something like that) which all tools can use.
