FC2 has kernel 2.6 and kernel 2.6 operates with a /etc/modprobe.conf,
while former kernel 2.4 had /etc/modules.conf.

The documentation you read was written when kernel 2.4 was current.
Please read the kernel documentation, some entry formats changed, others
stayed the same.
