The network subsystem isn't responsible for starting PCMCIA network cards, otherwise hot plugging cards wouldn't work.  It may be counter-intuitive, but it is not a bug.  Feel free to file it in bugzilla, but I see a number of them complaining about it marked "NOTABUG".
