If that's the case, I did some things, and now I'm getting:

8023 frames in 5.0 seconds = 1604.600 FPS
5454 frames in 5.0 seconds = 1090.800 FPS
3984 frames in 5.0 seconds = 796.800 FPS
422 frames in 5.0 seconds = 84.400 FPS
355 frames in 5.0 seconds = 71.000 FPS
4100 frames in 5.0 seconds = 820.000 FPS
6967 frames in 5.0 seconds = 1393.400 FPS
4772 frames in 5.0 seconds = 954.400 FPS

Now, the 84 and 71 FPS is when the mouse is hovering over the maximize
button. The gears are turning slowly when I first run it, but have the
higher values, and when I'm hovering over the maximize button, I get the
lower values, but faster rotation of the gears. It's really odd.

I did glxinfo, and here's the output:

The things I modified were:

Compiled ATI modules manually for stock kernel 2.6.5
Added 'Option "UseInternalAGPGART "no"' to xorg.conf

I can't remember what else.

When I was on FC1, I had to install the RPM, add the 'Option' line to
the XF86Config file under the Device, and add 'pre-install
/sbin/modprobe "-k" "agpgart"' to the modules.conf file.

Now, since this has moved the FC2, the modules.conf file has changed to
modprobe, conf, so I tried to add that pre-install line to modprobe.conf,
and when I reboot the kernel, the kernel states that it's going to
ignore the pre-install line.

Any ideas?
