The proper location for kernel headers is /lib/modules/$(uname -r) With the FC2 kernel rpms you only need the kernel .rpm if you are only building modules. E.g I build VMWare modules and I only have kernel-2.6.5-1.358 installed. The 2.6 build system should not need the stuff in the source .rpm in order to just build a module.
