devel packages are used mainly when you compile your own applications. Every once in a while you will find something that doesn't have an rpm available and you will need to compile the source code. So if for example you find some new apt utility that no one has made an rpm for and you want to compile it, you may find that it requires the apt-devel rpm installed in order to compile. In general though, you will probably never need apt-devel.
