bind-utils -- 'dig -x' has problem with partial IP addresses

If I run 'dig -x' to get reverse address lookup with only a partial IP I get "Invalid IP address".

This has always worked fine on all my redhat boxes up to redhat9 and it is a very useful tool.

Is this a bug or a feature?
