What is you grub boot line, what does /etc/sysconfig/selinux contain? Is the /selinux pseudo file system mounted? The message "Failure registering capabilities..." is common (i.e. expected) if selinux is enabled because a security module is already loaded. More likely DNS is timing out. Review all the resolver man pages (man -a resolver).
