Ok, so cipe has been removed, rather rudely at that, from fc2. And the default kernel has ipsec ( wheee ).

How does one go about setting this up? Are there any tutorials out there that might have this? Does fedora come preinstalled with any tools? I've look for a few packages ( kame, isakmpd ) in yum, but come up empty.

Install ipsec-tools. It's on FC2 CDs, and there's an update for it already too.
There is help configuring IPsec in the form of an "IPsec" tab to the right of the "Devices" and "Hardware" tabs in system-config-network.


Also there is a problem stopping an ipsec interface and a manual work-around. See https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=123747
