I know VMware 4.5.x does in fact let you send a CTRL+ALT+DEL just fine, whether or not in full-screen mode, as long as it has the input. :)
Slightly O/T, but on the subject of Ctl+Alt+Del: How do I send C+A+D to a vncviewer session? I've never been able to figure this one out, and Googling has plenty of hits for the Windows version, but nothing for the
Pressing ALT+F8 will raise a window where you can send that to the remote.

Maybe I'm just wicked retahded, but when I vnc in to another machine, I can bash away at F8 and Alt+F8 all bloody day and nothing pops up.
I'm running GNOME+Nautilus+Metacity as a desktop environment, if that makes any difference....
