It depends on your changes to the actually running system. If you
customized services like Apache or other things with configuration files
in /etc it is obvious you would have to save those files too.

Sure, already FC1 does it nicely, in contrast to RH9 where UTF-8 mostly
was a pain (keyword Perl and GNU tools performance).
