If the hotplug package needs any special kernel options, I guess you need in the kernel whatever hotplug needs. For the redhat kernels, until the apparent current rawhide kernel usb problems on -322+, hotplug just works. If your camera is empty, nothing should happen except a WAV will play saying "camera empty". So if your sound is out and your camera empty, what you experience would be normal. If that's right, try taking a pic and reconnecting.
