perl @INC cannot find scoop lib dir

This is probably not the correct list for this questions, but maybe
someone has a clue.  I could not find any resources on how to setup
scoop with fedora.

I am trying to get scoop to run on fedora.

After install...
]# apachectl start

In /etc/httpd/conf.d/httpd-darkforceteam.conf I have...

# Edit the path below to point to your scoop lib/ directory

Scoop.pm path is correct and it exist.

So why can't perl find my scoop lib?
