Well thank you all especially Jay, Thomas and Alexander,
I have really been digging and finally worked it out,
I simply used this and added the daemon to my rc.local.

echo "/usr/sbin/lsmodemd --country=SA /dev/lsusb0 &" >> /etc/rc.local"
rebooted and fixed.

The question I have now is what is the difference between
/etc/rc.d/rc.local and /etc/rc.local ?

Type in at a terminal:

	ll /etc/rc.local

You'll see that one is just a symlink (pointer) to the other.
