How did you switch do root?  Specifically, try calling up2date directly to
make sure:

su - (or login as root at the console)
export http_proxy=http://llproxy.llan.mit.edu:8080 (note lower case)
/usr/sbin/up2date -u

Are you showing all the output?  It doesn't look like it is even getting
to the point of downloading anything.
