You might try the reverse of Ben Brown's suggestion - change the line that reads
BusID "PCI:1:0:0"
to read:
BusID "PCI:1:0:1"
it seems like the error:
(WW) fglrx: No matching Device section for instance (BusID PCI:1:0:1) found
is complaining that it found an adapter at 1:0:1 but no Device entry for it.
Let me know how that goes...

I had this problem when I attempted to use ATi's drivers with my Radeon 9000. I'm not all that impressed with their drivers, but that's another story.
I had to edit /etc/X11/XF86Config-4, search for the line
BusID PCI:1:0:1
and change it to
BusID PCI:1:0:0
and then restart X.
Hopefully the same will work for you.

startx > ~/startx.out 2>&1
and post the output (after you reboot of course)? That'd help us to tell where the problem lies.
