It's in samba-swat package.  For example:

http://ftp.uni-bayreuth.de/Linux/fedora/linux/core/1/i386/os/Fedora/RPMS/samba-swat-3.0.0-15.i386.rpm

It runs is xinetd, not sure if the rpm handled all that configuration or not, 
but after install the xinetd service needs to be up.
