You downloaded the RPMs and tried to install then directly using rpm -i?
Be aware that you need glib2-2.2.3-1.1 too if you want to install
glib2-devel-2.2.3-1.1.

Better use an online tool like up2date or yum to install additional
packages. Both tools care for dependencies and if you i.e. say "yum
install glib2-devel" it will also get and install the glibc2 package
because it is required.
