Yep, looks like a problem with the server. But I synchronize to a number of stratum 3 timeservers in my ISP's network, and that's working like a clockwork, so to speak:

$ ntpstat
synchronised to NTP server (195.67.240.241) at stratum 4
   time correct to within 51 ms
   polling server every 1024 s
