This is not an ecn issue, as I tried activating ecn
on my fc1 laptop and was still able to hit the cyclingnews.com
website.

My steps:
edit /etc/sysctl.conf and add "net.ipv4.tcp_ecn = 1"
run `sysctl -p`
go to cyclingnews.com successfully
failed to go to samsclub.com
set ecn back off 
go to both cyclingnews.com and samsclub.com successfully.

Hence there's something going on besides ecn.
