I've been using shorewall/tc/wondershaper-htb for over a year now without
any problems. In fact, my requirement for implementing Traffic Shaping are
similar to yours - my site is a shorewall mirror. When someone was
downloading a shorewall tarball/rpm from my site, all internet access from
my local LAN basically stopped. Wondershaper saved the day.

I simply added my DMZ interface to /etc/shorewall/tcrules and edited the
upload/download speed to my specs in wondershaper. That's it! If I'm not
accessing the internet from my LAN, shorewall downloads (uploads from my
perspective) get full bandwidth, but when I start accessing the internet
from my LAN, the shorewall downloads are stepped down to what I specified in
wondershaper.
